What it does
The Casino Control Act 1982 (Qld) is Queensland's principal statute for regulating the casino industry. Its object is to ensure that, on balance, the State and the community benefit from casino gambling. The balance is achieved through a system of regulation designed to protect players and the community by ensuring the integrity and fairness of games, ensuring the probity of those involved in casino gambling, and minimising harm (s 3).
The Act governs the entire lifecycle of casino operation in Queensland: from the granting of a casino licence (Part 3), the licensing of casino employees (Part 4), the imposition of levies and taxes (Part 5), the obligations during casino operation (Parts 6 and 7), the documentation and agreement regime (Part 8), and the powers of inspection, investigation, and enforcement (Part 9). An administrative review mechanism is available through a tribunal (Part 9A).
The Act was most recently significantly amended by the Casino Legislation Amendment Act 2024 (Qld) (No 10 of 2024) and has an extensive amendment history since its enactment in 1982.
