### sec.21 Hotel-casino complex owner or State as licensee
A casino licence may be granted to a person only if the person is the owner of the freehold, or the lessee from the State, of the land used for the particular hotel-casino complex.
In this section—
lessee , from the State, includes a person who has entered into an agreement for the grant of a lease from the State.

(sec.21-ssec.1) A casino licence may be granted to a person only if the person is the owner of the freehold, or the lessee from the State, of the land used for the particular hotel-casino complex.
