### sec.48 Provisional licences
Pending a decision by the chief executive in respect of an application for a casino key employee licence or a casino employee licence, the chief executive may grant to the applicant a provisional casino key employee licence or a provisional casino employee licence if the chief executive considers that—
a decision in relation to the licence applied for may not be made for some time; and
the operation of the casino where it is proposed the applicant will be employed will be seriously prejudiced or disadvantaged by delay in the employment of the applicant; and
the issue of the provisional licence will not prejudice the integrity of the operation of the casino.
The chief executive may subject the grant of a provisional licence to such terms, conditions and restrictions as are considered by the chief executive to be necessary in the public interest.
If the chief executive grants a provisional licence, the chief executive must issue the licence in the approved form and sign it.
A provisional licence shall remain in force until—
the casino key employee licence or the casino employee licence, as the case may be, is issued or until the chief executive decides to refuse to grant the application for a casino key employee licence or a casino employee licence; or
it is surrendered by the holder; or
it is cancelled by the chief executive.
The chief executive in the chief executive’s absolute discretion may cancel a provisional casino key employee licence or a provisional casino employee licence at any time, and the holder of the licence shall not have any right of action against the chief executive, the casino operator in question or any other person in respect of such cancellation or termination of employment as a consequence thereof.
During its currency and subject to the terms, conditions and restrictions imposed by the chief executive in respect of it, a provisional casino key employee licence or a provisional casino employee licence shall operate and have the same effect as if it were a casino key employee licence or a casino employee licence issued under this part.

- (a) the casino key employee licence or the casino employee licence, as the case may be, is issued or until the chief executive decides to refuse to grant the application for a casino key employee licence or a casino employee licence; or
- (b) it is surrendered by the holder; or
- (c) it is cancelled by the chief executive.
