### sec.19 Agreement to precede grant of casino licence The Governor in Council shall grant a casino licence pursuant to the Governor in Council’s power to do so under section 18 where— an agreement that satisfies the requirements of subsection (1A) has been entered into with the approval of the Governor in Council; and those terms and conditions contained in the agreement and the provisions of this Act and any provisions of the Act ratifying the agreement to be complied with up to the time of the grant of the casino licence have been complied with. For subsection (1) (a) , the agreement must— be entered into by the Minister, for and on behalf of the State, and any of the following persons— the casino licensee; another person whom the Governor in Council considers to be an appropriate person to be a party to the agreement with a view to the issue of a casino licence to the casino licensee; and identify— the casino to be the subject of the licence; or the area in which the casino to be the subject of the licence will be located; and contain the terms and conditions the Governor in Council thinks appropriate.
