This Act creates the Australian Skills Quality Authority (ASQA) — called the 'National VET Regulator' in the legislation — which is the national watchdog for Vocational Education and Training (VET). Think TAFEs, private colleges, and any organisation that issues trade certificates, diplomas, or other vocational qualifications.

Before this Act, every state had its own VET regulator, creating a patchwork system. This Act created one national regulator to ensure that a Certificate III in Carpentry means the same thing whether it's issued in Darwin or Melbourne — and to crack down on dodgy providers selling worthless qualifications.
