What it does
The Aboriginal and Torres Strait Islander Communities (Justice, Land and Other Matters) Act 1984 (Qld) is a Queensland Act that provides a legal framework for multiple aspects of governance, justice, land access, estate administration, and community enterprise in Aboriginal and Torres Strait Islander community areas across Queensland.
The Act has evolved significantly since 1984 through numerous amendments. Its current structure reflects decades of policy development in Queensland relating to indigenous community governance, including the Local Government (Community Government Areas) Act 2004 amendments (Part 9 transitional provisions), the 2007 restructuring to recognise indigenous regional councils (TSIRC and NPARC), and the 2016 Electricity and Other Legislation Amendment Act which rebranded the Island Industries Board as Community Enterprise Queensland.
The Act operates across several distinct areas: policing jurisdiction; community police officers; community justice groups; alcohol control in community areas; restricted entry to trust areas; estate administration; and the governance of Community Enterprise Queensland.
