Biosecurity Regulation 2016

This is the Biosecurity Regulation 2016, a detailed set of rules made under the Biosecurity Act 2015 that governs how Australia protects itself from pests, diseases, and other biological threats coming into the country.

What it does:

• Sets up notification requirements for goods, animals, plants, aircraft, and vessels entering Australia — telling the government what's coming, when, and from where
• Establishes fees for biosecurity services like inspections, permit applications, and quarantine facilities — with different rates for in-office vs out-of-office work, weekdays vs weekends, and simple vs complex permit applications
• Creates a process for import risk analysis (called "BIRA") — scientific assessments of whether particular goods pose biosecurity risks, with public consultation and review by the Inspector-General
• Defines how goods can be isolated if they're deemed risky, including rules for notices, premises restrictions, and penalties for non-compliance
• Sets rules for conveyances (aircraft and ships) including pre-arrival reporting requirements
• Establishes governance arrangements including reviews by the Inspector-General of biosecurity officials' activities
• Provides for compensation when goods or animals are damaged or destroyed under biosecurity powers
