What it does
The Housing Act 1983 (Vic) is Victoria's primary statute governing public housing administration, community housing regulation, social housing access, and housing standards. The Act creates Homes Victoria (the state public housing authority), establishes the framework for registering and regulating community housing providers, creates the Victorian Housing Register (the social housing waitlist), and empowers local councils to enforce minimum housing standards.
The Act's objects (section 6) include ensuring adequate and appropriate housing at affordable prices, encouraging non-profit participation in rental housing, distributing government housing assistance according to need, and providing a regulatory framework for registered housing agencies. These objects must guide interpretation of all powers, authorities, discretions, and duties under the Act.
