(3) In subsection (1), a reference to an action against a State or another
Territory includes a reference to an action against an officer, a
Minister or an authority of the State or Territory.

In this division:
court includes arbitrator.
limitation law means a law that provides for the limitation or
exclusion of any liability or the barring of a right of action in relation
to a claim by reference to the time when a proceeding on, or the
arbitration of, the claim is begun.
