This is an application for an order for review under the Administrative Decisions (Judicial Review) Act 1977 ("the ADJR Act"). The third applicant is the husband of the fourth applicant and they are the parents of the first and second applicants. The third and fourth applicants are both citizens of Bangladesh. The third applicant was born in that country
in 1946 and the fourth applicant was born there in 1956.
The third applicant is an engineer. On 6 July 1974 he became a member of the Bangladesh Institution of Engineers and and between 1974 and 1976 he worked as a research assistant and pursued post graduate studies at the Asian Institute of Technology in Bangkok, Thailand. He obtained a Master's degree in Engineering from the Institute. In 1976 he took up a position as university lecturer in Iraq. He married the fourth applicant in 1977. On 30 August 1979, the third applicant arrived in Australia to take up an Ernest and Evelyn Havill Shacklock Scholarship at the University of Western Australia for study towards a Doctorate of Philosophy in Civil Engineering.
