This Part provides— > (a) for the management, and regulation of the use by travelling stock and persons, of travelling stock reserves that are fully controlled by Local Land Services, and > (b) for regulation of the use by travelling stock and persons of travelling stock reserves that are not fully controlled but are managed by Local Land Services and of public roads.
