15 Penalty and forfeiture
(1) An action on a cause of action to recover a penalty or forfeiture,
recoverable because of a law in force in the ACT, is not maintainable
if brought after the end of a limitation period of 2 years running from
the date when the cause of action first accrues to the plaintiff or to a
person through whom he or she claims.
(2) In this section:
penalty does not include a fine to which a person is liable on
conviction for a criminal offence.
