What it does
The Foreign Influence Transparency Scheme Act 2018 (Cth) establishes a federal registration and disclosure scheme for persons who undertake activities in Australia on behalf of foreign principals, where those activities are connected to political or governmental influence, parliamentary lobbying, or certain other functions. The Act's object under s 3 is to improve the transparency of such activities so that Australians can know when and how foreign principals are seeking to influence Australian politics, government and public affairs.
The scheme operates by requiring registration, imposing ongoing reporting obligations on registrants, maintaining a public register, and creating criminal offences for non-compliance. It complements but does not replace the lobbyist register under the Lobbying Code of Conduct, the foreign donations disclosure regime in the Commonwealth Electoral Act 1918, and ASIO's national security functions.
