Energy Grants (Credits) Scheme Act 2003

This Act established the Energy Grants (Credits) Scheme (EGCS), a rebate system to encourage cleaner fuel use by providing grants for specific diesel and alternative fuel purchases.

Who it affects:

• Heavy vehicle operators (trucks, buses, emergency vehicles over 4.5 tonnes) using on-road diesel or alternative fuels like LPG, CNG, or ethanol
• Mining companies using off-road diesel for exploration, extraction, and site operations
• Primary producers (farmers, fishers, foresters) using fuel for agriculture, fishing, or forestry activities
• Rail and marine operators
• Businesses generating electricity in remote areas or using fuel for specific industrial processes

What it does:

• On-road credits: Provides rebates for fuel used in registered vehicles over 4.5 tonnes (with different rules for vehicles over 20 tonnes vs. 4.5–20 tonnes). For smaller heavy vehicles (4.5–20t), credits generally only apply to journeys outside metropolitan areas or for primary production.
• Off-road credits: Covers diesel used in mining, primary production, rail/marine transport, hospitals, nursing homes, and certain industrial processes (like alumina refining or explosives manufacturing).
• Administration: Managed by the Australian Taxation Office (ATO). Claimants must be registered under the Product Grants and Benefits Administration Act 2000.
