Plain English Summary

1/10 complexity

These regulations set a financial cap on contracts that the Australian National Railways Commission could enter into without needing extra approval.

The rules prescribe $2.1 million as the threshold amount. This figure applies to section 7(1)(a) of the Australian National Railways Commission Act 1983 (the parent law that created the Commission). In practical terms, this meant:

Contracts valued at $2.1 million or less could be signed off by the Commission directly
Contracts valued at more than $2.1 million required additional approval (likely from the Minister for Transport)

This is a straightforward, technical instrument that simply sets a dollar figure to determine when the Commission needs to seek higher authority before committing to business deals.
