What it does
This Civil Aviation Safety Authority (CASA) Directive (AD/CL-600/71 Amdt 3 , titled State of Design Airworthiness Directives, commences 11 November 2016) requires operators and owners of specified Bombardier (Canadair) CL-600 Regional Jet series aeroplanes to identify whether particular Transport Canada Aviation (TCA) airworthiness directives listed in Table 1 apply to their aeroplanes, and, where they do and have not previously been accomplished, to carry out the actions those TCA ADs mandate. The Directive sets two discrete requirements: (1) determine applicability of the TCA ADs listed in Table 1 "as in force at the commencement of this AD"; and (2) if any AD in Table 1 is applicable and has not been previously accomplished, perform the actions required by that AD (Requirement 1 and Requirement 2 in the text).
The Directive applies explicitly to Bombardier (formerly Canadair) CL-600-2B19, CL-600-2C10, CL-600-2D15 and CL-600-2D24 Regional Jet series aeroplanes, "as identified in the Transport Canada Aviation (TCA) Airworthiness Directives (AD) in Table 1" (Applicability). Table 1 itself enumerates a set of TCA AD identifiers, their effective dates and short titles (for example CF-93-02R1 Passenger Door De‑Icing Agent & Lubrication, CF-98-35 Electrical Conduits in Fuel Tanks, CF-2003-23R2 which was later removed as superseded, through to CF-2006-20R1 Horizontal Stabilizer Trim , Uncommanded Motion). The compliance window is explicit: for Requirements 1 and 2, compliance must occur "Within 30 days after the effective date of this Directive or prior to the issue of a Certificate of Airworthiness, whichever occurs later."
The Directive is framed as an instrument to ensure that State of Design ADs (the TCA ADs) are complied with on Australian-registered or recently imported aircraft, because many of the listed TCA ADs are one‑time actions for which their original compliance dates have passed. The document includes administrative notes that particular ADs have been removed from the table because they were superseded by later State-of-Design ADs (Amendments 1-3). The instrument is signed by Pieter van Dijk, Delegate of CASA, dated 3 November 2016, and labelled AD/CL-600/71 Amdt 3.
