People cannot adequately influence the decisions which affect their lives unless they can be adequately informed on facts and arguments relevant to the decisions. Much of such fact-finding and argumentation necessarily has to be conducted vicariously, the public press being a principal instrument.
His Lordship was speaking generally, but what he said is especially true in relation to elections held to determine the composition of the parliaments and the legislatures and, ultimately, the government of the political entity concerned. The cruciality of discussion in relation to elections was made plain by Windeyer J. in Australian Consolidated Press Ltd. v. Uren [4] , his Honour stating that "[f]reedom at election time to praise the merits and policies of some candidates and to dispute and decry those of others is an essential of parliamentary democracy."
