28 Certification of witness (1) Each witness to the signing of an individual’s second request must certify in writing that— (a) if the request was signed by the individual making the request— (i) the request was signed by the individual in the presence of the witness; and (ii) the individual appeared to sign the request voluntarily and without coercion; and (b) if the request was signed by an agent in the presence of the witness— (i) the individual appeared to ask, voluntarily and without coercion, the agent to sign the request; and (ii) the request was signed by the agent; and (c) the witness is not knowingly an ineligible witness. agent—see section 27 (3) (c). ineligible witness—see section 27 (6).
