53 Court or VCAT may grant leave to commence or continue proceeding On an application under section 52, a Victorian court or tribunal may grant a person who is subject to an extended litigation restraint order leave to commence or continue a proceeding against a person or other entity protected by the order, a child of a person protected by the order, or in respect of a matter described in the order, if the Victorian court or tribunal is satisfied that— (a) the proceeding is not a vexatious proceeding; and (b) there are reasonable grounds for the proceeding.
