22 Unit title applications—amendment of development

If a unit title application provides for a staged development, the
territory planning authority may, before approving the application
under section 20, amend the development statement if the authority
considers it reasonable to do so to minimise the adverse effect of the
development on anyone’s amenity while it is taking place.
