23A Mobile processing unit for explosives (1) These Regulations do not apply to the transport of dangerous goods by a mobile processing unit for the purpose of manufacturing explosives. (2) For subregulation (1), a mobile processing unit is a vehicle, or a moveable piece of equipment (other than a trailer), designed to transport the constituents of a bulk ammonium nitrate-based explosive to a place where the explosive will be manufactured and used.
