12 References to codes, standards and rules (1) In these Regulations, a reference to an instrument includes a reference to another instrument as applied or adopted by, or incorporated in, the first instrument. (2) In these Regulations, unless the contrary intention appears, a reference to an instrument is a reference to the instrument as amended from time to time. instrument means a code, standard or rule (whether made in or outside Australia) relating to dangerous goods or to transport by road or rail, and includes a provision of an instrument.
