64 Matters to be taken into account In making a determination under section 60 the Minister must take the following into account— (a) any submissions or comments received within the times specified in the notice under section 62 and within the time specified by the Minister under section 63(c); (b) any submissions made by the President of VCAT; (c) any other matters the Minister considers relevant.
