12CObligations of primary universal service providers

#### 12C Obligations of primary universal service providers (1) If there is only one primary universal service provider for a service area in respect of a service obligation, that service obligation, so far as it relates to that area, is imposed on that primary universal service provider. (2) If there are 2 or more primary universal service providers for a service area in respect of a service obligation: (a) that obligation, so far as it relates to that area, is imposed on each of those primary universal service providers, but may be discharged by any of those primary universal service providers; and (b) if the service obligation, so far as it relates to that area, is complied with by any of those primary universal service providers—the obligation, so far as it relates to that area, is taken to have been complied with by the other primary universal service provider or providers.
