What it does
This instrument records, by reference to surveyed grid coordinates and plan sheets, eleven discrete portions of road and publishes the corresponding plan material. Mechanically, Schedule 1 lists eleven items, each describing a portion of road by terminal grid coordinates (eastings and northings) and by reference to an annexure sheet of Plan 9255 held in the Central Plan Register (see Schedule 1 items 1-11). Schedule 2 reproduces, in ten Parts, the annexure plan sheets that correspond to those references and includes graphic image files (file names visible in the text) that are presented as reduced copies for illustration (see Schedule 2 Part 1-Part 10).
The instrument also records formalities about publication and administration. It is displayed and numbered in accordance with the Rules Publication Act 1953 (statement at the end of the text), is notified in the Gazette on 28 March 2012, and is administered by the Department of Infrastructure, Energy and Resources (final line of the text). Those three items are the only non-technical legal-formal statements supplied.
In short, the text does three specific things: it (1) identifies particular linear road segments by coordinates and by reference to Plan 9255 (Schedule 1 items 1-11), (2) provides the visual annexures (Schedule 2 Parts 1-10) as reduced illustrative images of the plan sheets, and (3) records the publication and administrative details necessary for formal promulgation (Rules Publication Act compliance, Gazette notice date, administering department). The instrument contains no express statement of new regulatory duties, rights, closures, transfers of ownership, easements, or compensatory mechanisms; it confines itself to identification and publication of the road portions and plan material.
