What it does
This instrument is a Tariff Concession Revocation Order made under the authority identified in the instrument as "Section 269SD(2) of the Customs Act 1901". The operative mechanics are twofold. First, the delegate of the Chief Executive Officer, named in the instrument as Wendy Knowles, revokes an earlier Tariff Concession Order (TCO) numbered 0910964 that was made on 19 June 2009, "in respect of the goods described in TABLE A below". The instrument states explicitly that "This Revocation has effect from 01.04.09". Second, the instrument replaces the revoked TCO by making "in its place the Tariff Concession Orders described in TABLE B". It then records that "The goods specified in Column 1 of TABLE B are goods to which the item in Part III of Schedule 4 to the Customs Tariff Act 1995 specified in Column 2 of TABLE B applies". Finally, the instrument fixes the date of effect for the replacement by referring back to the revocation date: "The Order shall have effect from the date notified in paragraph (a) above as the date of effect for the Revocation."
Mechanically therefore the instrument (a) removes an existing tariff concession instrument (TC 0910964), with retrospective effect from 1 April 2009, and (b) substitutes a new tariff concession instrument (TC 0932294) that covers the same enumerated goods but records a different customs tariff classification number in Column 1 of TABLE B, and links those goods to an item of Part III of Schedule 4 to the Customs Tariff Act 1995 identified in Column 2. The document records the table entries for the goods, gives the customs tariff classifications (old: 8479.90.00; new: 8474.90.00) and lists the identical set of component parts described as "PARTS, HORIZONTAL STIRRED GRINDING MILL" followed by an alphanumeric list (a) through (ag). The instrument is dated 02 September 2009 and signed by Wendy Knowles as the delegate of the Chief Executive Officer.
