31H Effect of refusal of application for waiver of penalty (1) If the administering authority refuses an application under section 31G (Application for waiver of penalty—decision), the applicant must— something mentioned in section 26 (2) (a), (b) (i) or (ii), (c), (d) or (e); or something mentioned in section 28 (2) (a), (b) (i) or (ii), (c), (d) or (e).
