31E Effect of refusal of application for infringement notice (1) If the administering authority refuses an application under section 31B (Application for infringement notice management plan or addition to plan—decision), the applicant must— something mentioned in section 26 (2) (a), (b) (iii), (c), (d) or (e); or something mentioned in section 28 (2) (a), (b) (iii), (c), (d) or (e).
