339 When traffic control device applies to person—basic rules (1) A traffic control device applies to a person if— (a) the device applies to the person under a provision of this division; or the device, indicates that the device applies to the person. (2) A traffic control device does not apply to a person if information on or with the device expressly indicates that it does not apply to the person. (3) Subsection (2) applies despite any other provision of this division.
