> > (1) A claim may be made to the Secretary for the payment of a rental bond by—

> > > (a) the tenant or an agent of the tenant, or

> > > (b) the landlord or an agent of the landlord, or

> > > (c) jointly by the landlord and the tenant or agents for them.
