A licensee may enter into an agreement for the purpose of one or more of the following: (a) paragraph 3 of Part 2 of Schedule 3 (about emission limits outside the geographic area of the licence); or (b) paragraph 3 of Part 2 of Schedule 4 (about emission limits outside the band of the licence).
