Plain English Summary

1/10 complexity

What this does: This instrument repeals (abolishes) three earlier regulations that created the system for "certificates of proficiency" under the Radiocommunications Act. These certificates were essentially licenses or qualifications required to operate certain radio equipment.

Who it affects:

People who held or needed certificates of proficiency to operate radiocommunications equipment
The Australian Communications and Media Authority (ACMA) and its predecessors, who administered the certificate system

Why it matters: This cleans up the statute book by removing outdated technical regulations. It likely means the certificate of proficiency system was either being replaced with a new licensing scheme, consolidated into other regulations, or made obsolete by changes in technology or administrative practice.

In short: It deletes old rules about radio operator qualifications.
