88 What are the limits on the power to cancel or amend a permit? The power to cancel or amend a permit under section 87 may be exercised— (a) if the permit relates to the construction of buildings or the carrying out of other works, at any time before those operations have been completed; or (b) if the permit relates to any other development of land, at any time before that development is substantially carried out; or (c) at any time, if the permit relates to the use of land.
