148 Definitions In this Division— ***specified body*** means— (a) a Minister; or (b) the responsible authority; or (c) a public authority; or (d) a municipal council; or (e) a referral authority; ***specified person*** means in relation to a matter— (a) the owner, user or developer of the land directly affected by the matter; or (b) a specified body; or (c) if the matter affects Crown land, the occupier of the Crown land.
