Plain English Summary

1/10 complexity

This regulation sets the annual fee for companies holding licences to operate pipelines in Australian offshore petroleum areas (Commonwealth submerged lands).

What it does:

Fixes the pipeline licence fee at $80 per kilometre (rounding up any partial kilometre to the next whole kilometre)
The fee is calculated based on the pipeline's length at the beginning of each year
Applies to pipelines transporting oil and gas across the seabed in Commonwealth waters

Who it affects:

Oil and gas companies with pipeline licences under the Petroleum (Submerged Lands) Act
Anyone operating underwater pipelines in Australia's offshore petroleum zones

Why it matters: This determines the yearly cost for energy companies to maintain the legal right to operate their underwater pipeline infrastructure. The fee scales with the physical size of the pipeline network—the longer the pipe, the higher the annual charge.
