Plain English Summary

3/10 complexity

This fixes a 1975 gap from Papua New Guinea’s independence by deeming certain people who were under 19 and held PNG-granted permanent residence to have immediately re-acquired Australian citizenship on Independence Day.

It restores the Australia connection for those left in limbo (preventing effective statelessness), while allowing affected people later to renounce Australian citizenship by making a Declaration of Loyalty to PNG.
