Plain English Summary

2/10 complexity

What this does: This regulation sets the price that businesses must pay for licences to import ozone-damaging chemicals into Australia.

Who it affects: Companies importing HCFCs (industrial chemicals used in refrigeration and air conditioning) and methyl bromide (a pesticide and fumigant).

The fees:

HCFCs: $2.00 per kilogram imported
Methyl bromide: $0.09 per kilogram imported

How it works: The "kilogram" is measured using something called an ODP tonne (Ozone Depletion Potential tonne). This is a scientific weighting system that measures how much damage a chemical does to the ozone layer. The heavier the environmental impact, the higher the weighted amount—and therefore the higher the fee.

Why it matters: These fees are part of Australia's commitment to phase out ozone-depleting substances under international environmental agreements (the Montreal Protocol). By charging for imports, the regulation discourages use of these harmful chemicals while funding their management and phase-out.
