What this law does: This Act provides a one-off payment of $16.9 million to the Northern Territory as special financial assistance for the 1983-84 financial year.

Key details:

The money: Comes from the Consolidated Revenue Fund (the Commonwealth government's main bank account)
The process: The Treasurer decides when to release the money and in what instalments
The timeframe: Only applies to the financial year starting 1 July 1983

Why it exists: This is a straightforward 'money bill' that appropriates (sets aside) federal funds to help the Northern Territory cover its expenses for that specific year. Once the payment is made, the Act has served its purpose.
