Plain English Summary

2/10 complexity

This Act imposes a $4 fee (levy) on each horse slaughtered at an abattoir when the meat is intended for human consumption.

Key points:

Who pays: The producer (the person who owns the horse when it is slaughtered)
How much: $4.00 per horse, though regulations could set it as high as $5.00
When it applies: Only when horses are killed at abattoirs for human consumption
Exemption: No levy applies if the carcass is condemned or rejected as unfit to eat under food safety laws
Purpose: The money funds the National Residue Survey, which tests meat for chemical residues (like pesticides or veterinary drugs) to ensure food safety

The Act works alongside the Primary Industries Levies and Charges Collection Act 1991 (which handles how the money is actually collected).
