Plain English Summary

2/10 complexity

This document cannot be fully analysed because it is incomplete.

The instrument appears to be a Ministerial notice made under the Migration Regulations 1994 that specifies which foreign citizens are classified as transit passengers (people passing through Australia on their way to another country).

It revokes an earlier 2001 notice and attempts to specify a class of persons in Attachment A. However, the actual list of countries whose citizens are affected is missing—the text cuts off immediately after "Citizens of the following foreign countries:".

Without Attachment A, it is impossible to identify who is covered by this visa specification or assess its practical impact.
