### 19 Extension of time
> Despite [section 4(5)(a)](#GS4@Gs5@Hpa@EN) or [(b)](#GS4@Gs5@Hpb@EN) , the Court may, on application in writing by a decision-maker, extend the period within which the decision-maker may make the decision if the Court is of the opinion that the decision-maker has provided a reasonable explanation for the delay in making the decision.
