sec.21 Objects of division
The objects of this division include— abolishing any application of the doctrine of ultra vires to the board; and ensuring the board gives effect to any restrictions on its functions or powers, but without affecting the validity of its dealings with outsiders. s 21 sub 1997 No. 79 s 13
