403 Duty to obtain licence to use water frontage Where private land abutting on a water frontage is not fenced off from the water frontage the occupier of that private land shall obtain a licence under Division 8 of Part I or section 138 of this Act to enter and use the whole of the water frontage to the extent to which his land abuts thereon.
