12 Surrender of registration
(1) The owner of a registered motor vehicle or trailer may, by notice in accordance with the approved form given to a Registration Authority, surrender the registration of the motor vehicle or trailer. (2) A notice surrendering the registration of a motor vehicle or trailer shall be accompanied by the prescribed fee. (3) A notice surrendering the registration of a motor vehicle or trailer shall, except in such circumstances as are prescribed, be accompanied by any registration plates issued under the regulations in respect of the motor vehicle or trailer.
