Future Made in Australia (Guarantee of Origin) Measurement Standard 2025

Material point: Defined for the instrument as any point through which the expected annual electricity volume (Ae) is 1 MWh or greater (s 9). A material point may be within, on the boundary of, or outside the facility (s 9). The identification of material points is the trigger for metres, because the Measurement Standard only applies to points where Ae ≥ 1 MWh.

Expected annual electricity volume (Ae): Ae is a projected 12‑month flow through a point, measured from the later of several trigger dates (application to register, the facility starting to operate, or a notifiable event), and is calculated by taking into account past flows and the realistic capacity and operating pattern of the facility (s 12(1)-(3)). Ae determines which technical standard applies: the instrument separates metering obligations at thresholds of 1 MWh, 15 MWh, 750 MWh, 100 GWh and 1,000 GWh (ss 9, 10; Table 10).

Compliant metering installation: For each Division the instrument defines “compliant metering installation” in relation to the NER or section 10 requirements, with the overlay that a state or territory law that is more stringent prevails to the extent of that stringency (ss 15, 19, 22, 25, 28). The baseline requirements (s 10(2)) include an accessible cumulative display, security protections, compliance with AS/NZS 3000:2018 (or equivalent Australian Standard), a remote communications interface to metering data, half‑hourly (or submultiple) collated active and any reactive energy, and separate recording for bi‑directional flows (s 10(2)(a)-(f)).

Types and NER linkage: For larger Ae, the instrument ties the compliance standard to the NER S7.4.3 Type 1-4 metering classifications and, for very large Ae, the meter must be an approved pattern under the National Measurement Act 1960 (Table 10, s 10(3)). Where an installation is at a NEM connection point, the NER explicitly governs it (s 15; also ss 13, 21).

Energy storage and direct supply relationships: Divisions 4-6 separately address energy storage systems. A Division 6 system is one that has a direct supply relationship with an electricity generation system, and specific measurement obligations apply to direct lines and points where electricity is transferred into or out of the storage system (ss 27-29). The scope includes points necessary to calculate auxiliary losses and flows needed to distinguish generation from non‑eligible sources (ss 16(3)(e), 20(3)(e), 23(3)(e), 26(3)(e), 29(3)(e)).

Accuracy and Regulator access: Electricity is “taken to be accurately metered or measured” if the applicable Part 3 requirements are met, the metering produces data as intended by the manufacturer, and the data is accessible to the Regulator (s 8(1)). The instrument therefore ties technical compliance to two data‑quality conditions: manufacturer‑intended output and accessibility for regulatory oversight.

Progressive application for accredited power stations: For accredited power stations, some Division obligations apply only progressively, effectively triggered when existing metering equipment is replaced, upgraded, removed, or first installed on or after the start day (ss 14(2), 18(2)). That creates a form of transitional or phased implementation for already‑operating accredited stations.

Interplay with the Act and rules: The Measurement Standard is explicitly subordinate to the Act and the rules in determining eligible amounts and certificate creation. It does not create registration or penalty powers itself; those remain in the Act and the rules (notes to ss 4 and 8(2)(a)).

Primary regulated parties

• Owners and operators of electricity generation systems (both accredited power stations and non‑accredited generation systems), wherever located (NEM and non‑NEM). The instrument applies to any electricity generation system that meets the material point threshold (s 6; Divs 2 and 3, ss 13, 17). If the generation facility is a registered renewable electricity facility seeking REGO certificates, the metering requirements affect the ability to produce eligible amounts (s 7).

• Owners and operators of energy storage systems, including battery storage, pumped hydro, or other storage technologies. Divisions 4 and 5 apply to storage systems in and outside the NEM respectively (ss 21, 24). Division 6 applies to storage systems in a direct supply relationship with a generation system (ss 27-29).

• Parties maintaining or installing metering equipment, including metering service providers and engineers. The standard prescribes technical features for metering installations: approved pattern meters for large Ae, compliance with NER Type specifications (Table 10; s 10(2)(c)), AS/NZS 3000 safety compliance (s 10(2)(c)), communications interfaces (s 10(2)(d)), and half‑hourly aggregation (s 10(2)(e)).

• Registrants under the Act and applicants for registration or REGO certificates, because the instrument’s requirements determine whether electricity is “taken to be accurately metered or measured” for the Act’s certificate creation processes (ss 7-8). The Regulator’s access to data (s 8(1)(c)) means registrants must ensure data availability for audit and verification.

Secondary and indirectly affected parties

• Electricity network service providers and market bodies where NEM connection points are involved because the instrument incorporates the NER requirements for connection point metering and NEM operational standards (s 15). Network interfaces may need to support communications for remote access.

• Equipment manufacturers and suppliers, whose products’ outputs must be captured “as intended by the manufacturer” (s 8(1)(b)). Manufacturers’ specifications and firmware behaviour thus influence compliance, particularly for inverter‑based measurement below 15 MWh (s 11(2)(b)).

• State and territory regulators and entities that set more stringent metering standards, because the instrument allows those laws to prevail to the extent they are more stringent (ss 15, 19, 22, 25, 28). Owners/operators operating across jurisdictions must comply with both the Measurement Standard and any more stringent local metering rules.

• Auditors, compliance consultants, and lawyers engaged in REGO processes: their work will include identifying material points (s 9), calculating Ae (s 12), and certifying metering installations satisfy the instrument (s 10).

Who pays

• Capital and operating costs fall primarily on facility owners/operators: installing or upgrading meters, ensuring communications, data storage and security, and meeting NER Type classifications for larger Ae. For accredited power stations currently operating, capital upgrades are phased in on replacement/installation events (ss 14, 18), concentrating immediate cost on those undertaking works after the start day.

Who decides and who enforces

• The Minister or delegated Assistant Minister made the instrument under the Act (s 3). The Regulator (as per the Act) is the practical decision‑maker for data access and can request further information in relation to registration and certificates; the instrument requires data be accessible to the Regulator (s 8(1)(c)) and does not displace the Regulator’s power to request further information (s 8(2)(b)). Penalty and enforcement mechanisms for non‑compliance with metering obligations are not specified in the instrument itself; enforcement will depend on the Act and the rules.

Geographic and technical scope

• The instrument applies both to systems within the NEM and to those outside it. There are parallel but distinct Divisions and cross‑references to NER and other standards (Divs 2-5). Direct supply relationships have specific obligations irrespective of NEM status (Div 6).

Key duties imposed by the Measurement Standard

• Duty to meter or measure for eligible amount: Electricity processed by, an energy source for, or an input into a facility must be accurately metered or measured so the eligible amount for the facility and a time period can be worked out (s 7). That duty flows to owners/operators who want to create REGO certificates or otherwise rely on verified eligible amounts.

• Duty to meet Part 3 requirements: A facility is “taken to be accurately metered or measured” for the purposes of s 7 if Part 3 requirements apply and are met (s 8(1)(a)). Part 3 therefore defines the compliance standard for metering.

• Baseline metering installation requirements: Every metering installation used at a material point must have an accessible cumulative total display, be secure, comply with electrical safety standards (AS/NZS 3000:2018 or equivalent), include a communications interface for remote access, collate active and any reactive energy every 30 minutes or submultiple starting on the hour or half‑hour, and separately record bi‑directional active energy flows (s 10(2)(a)-(f)).

• Ae‑driven metering quality duty: Depending on Ae, the metering installation must match NER Type requirements and in high Ae ranges use approved‑pattern meters (s 10; Table 10). For Ae < 15 MWh, either a compliant metering installation per s 10(2) and NER Type 1-4, or measurement by inverter/component at 30‑minute intervals, is allowed (s 11).

• Duty to meter specific material points: For each Division the instrument lists specific material points that must be metered or measured if necessary to work out the eligible amount and a time period (for example, connection points, points where electricity enters or leaves the system, points delivering electricity to loads, points necessary to determine auxiliary loss, and points to separate non‑eligible generation) (see ss 16(3), 20(3), 23(3), 26(3), 29(3)).

• Duty to ensure data accessibility: Data must be accessible to the Regulator and the metering must produce the data intended by the manufacturer (s 8(1)(b)-(c)). The instrument therefore places an operational duty on registrants to ensure data interfaces and retention suitable for regulatory access.

Discretions and rights preserved

• Right to use manufacturer‑intended outputs: The instrument requires that metering “produces data as intended by the manufacturer” (s 8(1)(b)). That ties compliance testing to manufacturer documentation and intended operation rather than to a specific data format imposed by the instrument.

• Right to rely on derived flows in certain cases: A material point does not need its own meter where flows can be reliably derived by subtraction or aggregation from other metered points, provided those other points comply with the instrument (s 16(4)-(5); similar in ss 20(4)-(5), 23(4)-(5), 26(4)-(5), 29(4)). That allows for metering economies using conservation of flows.

• Deference to higher jurisdictional standards: If a state or territory law imposes more stringent requirements in relation to an aspect of a metering installation, the more stringent law applies to the extent of the stringency (ss 15, 19, 22, 25, 28). That preserves the primacy of local technical and safety regimes where they are stricter.

• Progressive application for accredited power stations: For accredited power stations, new metering obligations apply only in specified circumstances tied to replacement, installation, or removal on or after the start day (ss 14(2), 18(2)). That provides a limited transitional relief for existing metering installations.

Interaction with registration and REGO certificate processes

• The Measurement Standard does not replace or alter the Act’s requirements to include information in registration applications for a facility or REGO certificate applications (s 8(2)(a)). The Regulator still retains statutory powers under the Act to request further information in relation to such applications (s 8(2)(b)). Practically, registrants must prepare both the metering installations that meet Part 3 and the documentary submissions required under the Act and rules.

What is not imposed

• The instrument does not itself impose criminal or civil penalties. It does not create new offence provisions; its enforcement depends on the Act and the rules and on existing standards enforcement (s 3 notes authority under s 73 of the Act). Practitioners should therefore consult the Act for penalty regimes.

The Measurement Standard itself contains no express penalties or offence provisions. It is an instrument made under s 73 of the Act (s 3) that sets technical measurement standards and determines when electricity is “taken to be accurately metered or measured” (s 8). Enforcement of these measurement obligations therefore rests principally on the Act, the rules referred to in the Act, and other statutory schemes referenced (for example, National Measurement Act 1960 and state or territory law).

Regulatory powers and access

• Data access: The instrument requires that the metering or measuring “produces data as intended by the manufacturer” and that “the data is accessible to the Regulator” (s 8(1)(b)-(c)). That creates an operational enforcement hook: the Regulator can determine compliance in part by whether it can access requisite metering data.

• Regulator information requests: The instrument explicitly preserves the Regulator’s power under the Act to request further information in relation to registration applications for a facility or for REGO certificates (s 8(2)(b)). While the instrument does not prescribe penalties, the Regulator’s statutory powers under the Act will determine enforcement consequences for non‑cooperation or demonstrable non‑compliance.

Overlap with other enforcement regimes

• National Electricity Rules and market bodies: For metering installations at NEM connection points, the NER provisions apply and the relevant market bodies and network service providers have operational compliance functions (s 15; Table 10 references NER). Enforcement in those instances may be via NER compliance processes and market participant obligations.

• National Measurement Act: The instrument requires, for certain high Ae ranges, that the meter is of an “approved pattern” as defined in the National Measurement Act 1960 (Table 10; s 10(3)). The National Measurement Act and associated regulators have inspection, approval, and offence provisions in relation to measurement patterns; breaches of those duties may attract separate enforcement.

• State and territory law: The instrument defers to state or territory laws that impose more stringent metering requirements, and those laws may carry their own penalty frameworks (ss 15, 19, 22, 25, 28). Enforcement may therefore involve state regulators for aspects that go beyond the Measurement Standard.

Practical compliance and enforcement risks

• Data access disputes: Because compliance depends on the Regulator being able to access data “as intended by the manufacturer” (s 8(1)(b)-(c)), enforcement may focus on technical interoperability, communications interfaces, and data retention practices. Disputes may arise about whether data was produced “as intended” or whether remote access sufficed.

• Transitional timing and accredited plant: Accredited power stations are subject to progressive application (ss 14, 18), so enforcement action tied to new metering standards will be limited to circumstances specified (replacement/installation/removal). However, where upgrades occur after the start day, the Regulator may expect near‑immediate compliance.

• Measurement versus metering: For Ae < 15 MWh, measurement by inverter or component is acceptable if it collects 30‑minute data (s 11(2)(b)), which raises practical enforcement issues about the precision and calibration of inverter outputs. The instrument leaves calibration and verification processes to references (manufacturer intent, NER/AS/NZS standards), so enforcement will likely involve technical audits rather than specific offence clauses in the instrument.

What the instrument does not do

• It does not prescribe fines, administrative penalties, suspension or revocation procedures in the instrument text. Those enforcement mechanisms must be sought in the Act and the rules.

Advice point

• Practitioners should map measurement obligations to the Act’s enforcement provisions and the NER/state regimes to understand practical sanctions. The Measurement Standard should be construed as specifying compliance content and data‑access expectations rather than the sanctioning framework.

The Measurement Standard is deliberately cross‑referenced and interdependent with several other legal and technical instruments. It does not stand alone; compliance requires attention to the Act, the rules, the NER, the National Measurement Act, AS/NZS standards, and applicable state and territory laws.

Future Made in Australia (Guarantee of Origin) Act 2024 (the Act): The Measurement Standard is made under s 73 of the Act (s 3) and operates to define “accurately metered or measured” for the Act’s purposes (s 8(1)). The instrument expressly does not displace other Act requirements, for example the information that must be included in registration applications under s 75 of the Act or REGO certificate applications under s 104 (s 8(2)(a)). The Regulator’s powers under the Act to request information are preserved (s 8(2)(b)). The instrument also references the Act’s treatment of residual amounts and certificates (notes to s 7).

Rules made under the Act: The instrument frequently references “the rules” (lowercase) and restricts certain measurement obligations to those necessary to work out eligible amounts “in accordance with the rules” (for example, ss 16(1), 20(1), 23(1), 26(1), 29(1)). Several definitions used in the instrument are taken from the rules (s 4 note and s 9). That means practitioners must consult the Act’s rules to determine the precise calculation of eligible amounts, the treatment of auxiliary loss, and the definition of “ecologically sustainable” for measurement purposes (s 9 references s 33 of the rules and ss 48(6)/49(5) of the rules for auxiliary loss).

National Electricity Rules (NER) and National Electricity Law (NEL): Where a system is in the NEM, metering at connection points must meet NER requirements. The instrument ties the notion of a “compliant metering installation” at connection points directly to the NER (s 15). Table 10 requires Type 1-4 metering installations as defined in clause S7.4.3 of the NER for various Ae bands. The instrument also uses the NEL definition of “national electricity market” (s 4 definitions). Market operation, dispatch and some safety practices remain subject to the NER and relevant market bodies.

National Measurement Act 1960: For high Ae ranges (e.g., Ae > 1,000 GWh), the instrument requires the meter to be of an “approved pattern” (Table 10), a concept grounded in the National Measurement Act. Compliance with approved pattern requirements implicates the measurement law framework and regulators responsible for pattern approval and metrology.

AS/NZS 3000:2018 and other Australian Standards: Clause 10(2)(c) requires compliance with AS/NZS 3000:2018 or another applicable Australian/New Zealand Standard related to electrical safety. That connects the Measurement Standard to established electrical installation safety requirements, and to the obligations and enforcement regimes that surround those standards.

State and territory laws: The instrument repeatedly provides that where a state or territory law imposes more stringent requirements about an aspect of the metering installation, that state/territory law applies to the extent of its stringency (ss 15, 19, 22, 25, 28). Practically, this imports any local licensing, safety, or metering obligations that are more demanding than the Measurement Standard. Operators across jurisdictions must reconcile federal measurement obligations with local requirements.

Other Act and rules interfaces

• Auxiliary loss and ecologically sustainable: The Measurement Standard requires metering points necessary to calculate auxiliary loss (ss 16(3)(e), 20(3)(e), 23(3)(e), 26(3)(e), 29(3)(e)), but the definitions and formulas sit in the rules (see s 9 reference). Readers must look to the rules for the technical definitions used in certificate calculations.

• Residual amounts and certificate creation: The Measurement Standard references residual amounts (note to s 7) and the requirement that the metering allows the eligible amount and the number of certificates that may be created to be worked out. The Act’s provisions on certificate creation and residual amounts (subsections 92(4) and (5) of the Act are referenced) govern when certificates can be issued; the Measurement Standard determines whether the data basis for that calculation exists.

Practical implications of interactions

• Multiple compliance layers: For a NEM connected facility, the operator must satisfy (a) the Measurement Standard, (b) NER metering requirements, (c) applicable state/territory rules if more stringent, and (d) the Act’s administrative information obligations. Failure in one layer may trigger enforcement in that regime.

• Reliance on external technical documents: Several operative obligations in the instrument are implemented by reference to external documents (NER clause S7.4.3, AS/NZS 3000:2018, National Measurement Act). Practitioners must incorporate those external texts into compliance auditing because the instrument does not replicate their technical content.

• Regulatory coordination: Because the Regulator under the Act needs access to metering data (s 8(1)(c)) and market bodies govern NEM metering, practical implementation will require coordinated access arrangements between facility operators, network service providers, meter operators, and the Act’s Regulator.

This instrument contains its own commencement table and a note that the table relates only to the provisions of this instrument as originally made (s 2). The commencement scheme is that the whole instrument commences at the later of: (a) the start of the day after registration of the instrument; and (b) immediately after the commencement of the Future Made in Australia (Guarantee of Origin) Act 2024 (s 2(1), Commencement table). The instrument also carries the usual note that any information in column 3 of the commencement table is not part of the instrument and may be edited in published versions (s 2(2)).

The instrument, as provided, is the Future Made in Australia (Guarantee of Origin) Measurement Standard 2025 made on 20 October 2025 and dated accordingly (cover text). There is no text in the instrument that records any subsequent amendments, and the text of the instrument itself contains no amendment schedule or transitional amendment beyond the progressive application rules for accredited power stations (ss 14(2), 18(2)). The instrument therefore appears, on its face, to be presented in its original made form only.

Practical note for users

• Where changes are later made to the Measurement Standard, the instrument’s own note on the commencement table indicates it will not be amended to record later amendments of the instrument (s 2 note). Therefore, practitioners should consult the consolidated or Federal Register of Legislation version to ascertain any subsequent amendments, and should track the Act and rules for consequential changes.

• External standards cited in the instrument, such as AS/NZS 3000:2018 and the NER, are expressly defined as “[as] in force from time to time” (s 4 defining AS/NZS 3000:2018 and noting NER “as in force from time to time”), so amendments to those documents post‑2025 will change compliance content without amendment to the Measurement Standard. Practitioners should therefore treat those external documents as dynamic effective parts of the compliance environment.

The Measurement Standard text provided contains no references to court decisions, litigation, or legal challenges. It does not name any cases or report any judicial interpretation. As an administrative technical instrument made under s 73 of the Act (s 3), its enforceability and interpretation could in principle be the subject of future litigation, but the instrument itself provides no litigation history.

What to record for clients or files

• There is no judicial precedent cited or decisions referenced in the instrument. Any case law about the interpretation of “accurately metered or measured”, “eligible amount”, or the Act’s administrative powers will therefore come from future litigation, and practitioners should monitor decisions arising under the Act and the rules once the regime is operational.

• Given that the instrument defers many substantive measurement and certificate‑calculation rules to the Act and rules, litigation is more likely to arise under those instruments or under NER/measurement regulation than under the Measurement Standard in isolation. Practitioners should track disputes involving the Regulator’s information access powers (s 8(1)(c)) and conflicts between jurisdictional metering rules (ss 15, 19, 22, 25, 28).

1. Material point threshold and scope surprises (s 9, s 12): A “material point” is any point with Ae ≥ 1 MWh, and it may be outside the physical facility boundary. That means a seemingly minor cable or export point could be a “material point” requiring metering, even if it lies on a remote boundary or a third party’s land. Practitioners must map all physical and electrical points where flows of 1 MWh+ could occur.

2. Ae is forward‑looking and date‑driven (s 12): Ae is the expected flow over the 12 months after the latest of several trigger dates (application to register, facility start date, or a notifiable event). That can create different Ae outcomes depending on when an owner applies to register or when a notifiable event occurs. Planning registration timing can therefore change metering obligations.

3. Progressive application for accredited power stations (ss 14, 18): Existing accredited power stations are not instantly subject to the full fabric of Division 2/3 metering obligations unless specified triggering events occur on or after the start day (replacement, upgrade, removal, or new installation of a metering thing). This creates a potential compliance trap: operators undertaking normal maintenance or replacing equipment after the start day may unexpectedly trigger more stringent obligations.

4. External documents set substantive technical detail (ss 10(2)(c), Table 10): The instrument repeatedly delegates technical definitions to external standards,AS/NZS 3000:2018, NER clause S7.4.3 types, and the National Measurement Act’s approved pattern concept. These are not reproduced. Compliance therefore requires familiarity with and access to those documents, which may be updated “from time to time”.

5. Data access requirement is loose on format and protocol (s 8(1)(c), s 10(2)(d)): The instrument requires data be “accessible to the Regulator” and that the metering installation include a communications interface for remote access, but it does not specify protocols, APIs, file formats, retention periods, or security standards. That creates operational uncertainty and potential disputes about what constitutes sufficient accessibility.

6. Measurement by inverter permitted for small Ae but quality concerns exist (s 11): For Ae < 15 MWh, measurement by an inverter or component is permitted if it provides 30‑minute or submultiple data (s 11(2)(b)). In practice, inverter sample rates, aggregation algorithms, and firmware changes can materially affect reported energy totals. The “manufacturer‑intended” data condition (s 8(1)(b)) interacts with this and can produce disputes over whether inverters meet the intended data output.

7. Bi‑directional flows and separate recording (s 10(2)(f)): Installations must separately record flows for each direction where bi‑directional flows can occur. For storage systems and behind‑the‑meter arrangements, this can require dual metering channels or advanced metering capability, increasing complexity and cost.

8. Auxiliary loss obligations are dependent on the rules (s 9, ss 16(3)(e) etc.): The instrument requires metering necessary to work out auxiliary loss but leaves the definition and formula to the rules. Practitioners must ensure metering can capture the data the rules will require, or else be prepared to retrofit measurement.

9. State/territory law may add cost or create inconsistency (ss 15, 19, 22, 25, 28): The instrument expressly applies more stringent local requirements where they exist. Multi‑jurisdictional operators must reconcile potentially differing metering hardware, safety, and data access rules in each jurisdiction.

10. Residual amounts and certificate rounding remain in the Act (note to s 7): The Measurement Standard must produce data sufficient to determine the eligible amount and the number of certificates that may be created, but residual amounts (small fractions of MWh) are governed by the Act’s rules on certificate creation (s 7 note referencing ss 92(4)-(5) of the Act). Operators must design systems to reconcile metering resolution against certificate granularity.

11. Subtraction/aggregation exemptions have conditions (ss 16(4)-(5), 20(4)-(5), 23(4)-(5), 26(4)-(5), 29(4)): Where flows can be derived by arithmetic from other metered points, individual metering can be omitted. However, that only applies if those other points are metered in accordance with the instrument. Overreliance on derived flows can create audit exposure if an upstream meter is later found non‑compliant.

12. “Processed” includes losses and dispatch (s 4 definitions): The instrument’s scope includes electricity generated, stored, consumed, lost or dispatched by the facility. Losses and dispatched energy count against eligible accounting and must be measured accordingly.

13. No penalties in the instrument (s 3): Because the Measurement Standard does not itself set penalties, enforcement will rely on the Act, the rules or other laws. Practitioners need to review those texts to assess sanction risk.

14. Start day and timing mismatches (s 9 definition): “Start day” is the commencement day of the instrument; events tied to the start day (e.g. meter replacements) determine progressive application. Timing trades matter; operators modifying metering around start day need careful scheduling to avoid unexpected triggers.

1. Map all points and calculate Ae

• Identify all electrical points through which electricity flows to/from the facility, including points inside the facility, on the boundary, and outside it. Treat any point with Ae ≥ 1 MWh as a material point (s 9).

• Calculate Ae for each point in accordance with s 12: Ae is the total electricity reasonably expected to flow during the 12 months after the latest trigger date (application to register, start of operation, last notifiable event). Use historical flows where available (s 12(3)(a)) and consider component capacity, environment, configuration, and operating schedules (s 12(3)(b) and subpoints).

• Document the assumptions used for Ae projections, because Ae determines metering categories and is a point of audit.

2. Determine applicable Division and metering standard

• For generation systems in the NEM: use Division 2 (ss 13-16). For generation systems outside the NEM: use Division 3 (ss 17-20). For storage systems in/out of NEM: Divisions 4 and 5 (ss 21-26). For storage systems with direct supply relationships: Division 6 (ss 27-29).

• For accredited power stations, check whether progressive application means obligations only apply on replacement/installation/removal on or after the start day (ss 14, 18). If you are replacing equipment, be prepared to meet full compliant metering installation requirements.

3. Implement metering installations that meet s 10(2) baseline

• Ensure every metering installation at a material point has:

  • An accessible display of cumulative total energy (s 10(2)(a)).

  • Appropriate security to protect links, circuits and information systems (s 10(2)(b)). Implement access controls, logging, and encryption consistent with expectations of the Regulator.

  • Compliance with AS/NZS 3000:2018 or another applicable Australian Standard relevant to electrical safety (s 10(2)(c)). Retain documentation and certification.

  • A communications interface to metering data that can be accessed remotely (s 10(2)(d)). Implement agreed protocols or prepare to negotiate access arrangements with the Regulator.

  • Collation of active energy and any reactive energy every 30 minutes, or a submultiple of 30 minutes, starting on the hour or half‑hour (s 10(2)(e)). Configure metering to produce these interval aggregates and retain time‑stamped records.

  • For bi‑directional flows, separate recording for each direction (s 10(2)(f)). Configure meter firmware and data channels accordingly.

4. Apply Table 10/National Electricity Rules for higher Ae bands

• For Ae bands in Table 10, ensure the metering installation and meter type comply with NER clause S7.4.3 Type requirements and, where indicated, that the meter is of approved pattern under the National Measurement Act (s 10 and Table 10). Consult the NER and National Measurement Act guidance for procurement and installation requirements.

5. Small Ae option and inverter measurement (s 11)

• For material points with Ae < 15 MWh, you may either install a metering installation that meets s 10(2) and meets a NER Type 1-4 installation, or you may rely on inverter or component measurement provided it records every 30 minutes or submultiple of 30 minutes starting on the hour or half‑hour (s 11(2)(a)-(b)). If you rely on inverter measurement:

  • Confirm inverter firmware produces 30‑minute aggregates and retains raw logs.

  • Have evidence that the inverter’s outputs are consistent with manufacturer intended outputs (s 8(1)(b)).

  • Implement calibration and verification plans to support auditability.

6. Ensure the Regulator can access data (s 8(1)(c))

• Provide a documented data access and retention regime that meets the Regulator’s needs. While the instrument does not specify formats, practical approaches include:

  • Remote access via secure API, VPN, or standard metering communications (with authentication and audit logs).

  • Exportable time‑series files (e.g., CSV, XML) containing half‑hourly or submultiple interval aggregates, cumulative totals, and reactive energy where applicable.

  • Retention policies aligned to the Act and the likely audit period; retain raw and aggregated data.

  • Security controls consistent with s 10(2)(b): encryption, role‑based access, incident response capability.

• Keep manufacturer manuals and data output specifications to demonstrate compliance with the “manufacturer‑intended” data requirement (s 8(1)(b)).

7. Address auxiliary loss and non‑eligible generation

• Install metering at points needed to calculate auxiliary loss as per the rules (ss 16(3)(e), 20(3)(e), 23(3)(e), 26(3)(e), 29(3)(e)). Coordinate with engineers to ensure metering captures the data the rules require.

• If the facility generates from non‑eligible sources or in a manner not ecologically sustainable, meter the relevant points so the non‑eligible amounts can be separated (same subsections).

8. Reconcile certificate creation needs

• Ensure metering resolution and aggregation meet the Act’s requirements for calculating eligible amounts and the creation of REGO certificates (s 7 and note referencing Act ss 92(4)-(5)). Account for residual amounts when designing metering resolution , very small fractions of MWh may not generate certificates, and meter rounding errors can therefore create certificate discrepancies.

9. Coordinate across jurisdictions and NEM interfaces

• For facilities with NEM connection points, coordinate with network service providers and AEMO processes to ensure metering installations meet NER Type requirements and integration testing (s 15).

• Where state/territory laws impose more stringent requirements, adopt those higher standards to the extent of their stringency (ss 15, 19, 22, 25, 28). Document the legal basis for relying on more stringent local rules and incorporate into procurement specs.

10. Maintain records, change control, and audit readiness

• Record Ae calculations, metering specifications, vendor documentation, installation certificates, calibration records, firmware versions, and communications interface configurations.

• Implement change control to flag any removal, replacement, or upgrade of metering equipment , these events may trigger the progressive application rules for accredited power stations (ss 14, 18).

• Prepare for audits by the Regulator by ensuring data accessibility, security logs, and calibration/verification evidence are readily retrievable.

11. Engage specialists early

• Technical and legal specialists should collaborate to map electrical architectures, NER interface obligations, and data communications. Metering procurement specifications should explicitly reference NER Type requirements, National Measurement Act approved pattern needs, AS/NZS 3000:2018 compliance, and the Measurement Standard’s 30‑minute aggregation and display/security requirements.

12. Monitor external standards and rules

• Because the Measurement Standard incorporates external standards that are “in force from time to time” (s 4), set an internal process to monitor updates to NER clause S7.4.3, AS/NZS 3000:2018, and National Measurement Act guidance. Changes to those external instruments may change compliance obligations without amendment to the Measurement Standard.

13. Plan for derived flows and failover metering

• Where you intend to rely on flow subtraction or aggregation instead of direct metering of a material point, document the derivation method and ensure the metered points on which the derivation depends are compliant and robust (ss 16(5), 20(5), 23(5), 26(5), 29(4)). Maintain contingency metering plans where critical meters fail so that eligible amount calculations remain auditable.

14. Prepare for regulatory queries

• Because the Regulator may request further information in relation to registrations and certificates (s 8(2)(b)), prepare submission templates and evidence packs demonstrating how metering meets the Measurement Standard and supports eligible amount calculations under the Act and rules.

By following the above steps and mapping each obligation to sections of the instrument, facility operators and advisers can translate the Measurement Standard’s technical rules into procurement, installation, data, and governance controls that support REGO certificate creation and regulatory auditability.
