87 Entry criteria and number of licences
The Director must not grant a Bait Fish Fishery licence other than to
a person:
(a) who was licensed under the repealed Regulations to engage
in the Bait Net Fishery during 1992; and
(b) who does not hold a Coastal Net Licence.
