sec.248 Who may apply for external review
A person given, or entitled to be given, a QCAT notice under section 246 (2) or (5) (b) for an internal review decision may apply, as provided under the QCAT Act , to QCAT for an external review of the decision. The QCAT Act , section 22 (3) provides that QCAT may stay the operation of a reviewable decision under that Act, either on application by a person or on its own initiative.
