In this part— relevant original decision , for a previous authority for a temporary authority, means any of the following decisions— a refusal or deemed refusal to renew or restore the previous authority; cancellation or suspension of the previous authority.
- (a) a refusal or deemed refusal to renew or restore the previous authority;
