sec.148 Procedure of Panel
Subject to this Law, the procedure of a Ratings Review Panel is in its discretion. The chairperson of a Panel must convene meetings of the Panel. A Panel must keep minutes of its deliberations setting out— the dates and duration of its deliberations; and its decisions on the review. The Panel must seek to make decisions by consensus. In the absence of a consensus, a decision of the Panel is a decision of the majority of the members of the Panel. If a majority decision is not reached, the Panel is taken to have confirmed the rating levels determined by the Regulatory Authority.
