229 Limitation on Council powers—generally (1) A Council must not exercise its powers under the following provisions of the **Local Government Act 1989** in relation to leased land or licensed land— (a) sections 204, 207A, 207B, 207C, 207D and 207E; and (b) Schedule 10; and (c) Schedule 11. (2) A Council must not exercise any of its powers under Division 2 of Part 9 of the **Local Government Act 1989** inconsistently with the functions and powers of the Freeway Corporation under the **Road Management Act 2004** or the regulations under that Act or under the Agreement or under a licence or lease issued or granted under section 90(1) or 103 of this Act. (3) Section 165 of the **Water Act 1989** applies in relation to the Project area as if— (a) any reference in those sections to a council were a reference to the Freeway Corporation; and (b) any reference in those sections to a municipal district were a reference to the Project area.
